Yes, they advise to do in their home country. But that can be risky. US consulate can reject H1 at home county easily as they know you can live there. But they can not reject easily in Canada as you are not resident or citizen here. I lived in US for 7 yrs so I know lot of people who come here to do h1 stamping. Last person I know came 7 months back for stamping.
If anything change in last few months I don’t know.

I had heard that now US consulates insists that H-1B applicants renew their visa stamps in their real home country.
