Depends entirely on personal comfort.
If you get good sunlight into the house, you can raise the blinds and draw back the curtains.
As sunlight comes through the windows, it creates a greenhouse effect and warms the house by at least a couple of degrees if not more.
I find that the furnace doesn't even kick off during the day some days when there is a lot of sunlight and it's not too cold outside.

Also, I find > 20 deg. uncomfortable.
It creates stuffiness inside the house.
Also, at that temperature level and higher, you experience very low humidity.
I guess at more than 20 internal temperature your RH will drop below 30%.
Then you have to run a humidifier to counteract that.

Purely in billing terms, I don't recall the exact number, but there is data to show that for every 1 degree higher you set the temperature how many $$ you pay during the year.
The difference between 20 deg. and 24 deg. is substantial and is probably in the hundreds of $$ for a year.

we have digital meter and as i mentioned eariler we are in this house only 5 months now, so i don't have old bills to compare for particular month, but now i am keeping eye on it and Hope this month we will be ok.

me too same shock when i saw my bill- normally my bill from Embridge used to come around $93 and last month its around $177 - big difference. when i called them, they say it was the coldest month.

Since you are using your water heater for heating the house , you should opt for high efficiency water heater ( link posted below ) . Even though the rent on these water is above 40 $ sbut still you will save money at the end of the day
