If you are willing to spend 20+ /$ per individual Tandoori Flame or Khanasutra may be a goo choice provided you like Indian buffet and music .
Host is another option .

If Italian / non veg than Frankies Tomota is best but in Markham

If you like chicken wings than Buffalo wild wings

and so on and so forth ........

I think India's Taste @ Ray Lawson has got a separate room to fit in 20 people or so.

In case looking for kids parties - Woodbine Fantasy Fair , Chuckee Cheese or Candyland , Vaughan may be prospective options.
