yes it is legal in Canada. Infact calling card companies use internet to transfer your calls.One of them is Primus. To use VoIP you are required to have broadband connection. You end up paying for broadband and VoIP provider ($28 + $20) plus the minute usage for international calls. It is a good idea to have if your usage is very high. VoIP works to provide you with a local number of your choice from US / Canada . You can carry this number worldwide where internet connection (broadband) is available. The modem used is very small almost a size of business card. You will be able to recieve a call in India although a local number dialed from Canada.
