I had applied for a permanent residentship in 2001.. As you have said in your reply "Any previous application is a factor amongst all other factors."

Will this lead to any sort of neglegance in granting the student visa?? Please adivse.

I will certainly show them the letter that i had received from the Canadain High Comission as to why my case was not carried further.

Your previous application to immigrate will be ONE factor that the officer will take into consideration when assessing your intention [whether you really want to just study in Canada or using student visa just to gain entry and stay in Canada].

Please don't ask me what the outcome will be in your case. I have seen both types of decisions hundreds of times. Hard to predict ... You can only try. There is always your appeal rights ...
