A fairer comparison would be to compare what happened when a similar storm hit India. A category 5 hurricane is in the same class as what would be called a super cyclone in India (a cyclone with greater than 155 mph winds). The last such storm to hit India was the cyclone that hit Orissa in 1999. The Indian Government claims that 9600 people died (and most people would agree that Indian govt stats for disasters are usually significant underestimates). The toll in the Louisiana and Mississippi is still lower than 1000.
No one committed suicide in India and neither did people fire AK 47 on the streets.
What is similar between Louisiana and Orissa is the reason why the impact was so high. Both of them represent a part of the county that is below the national average for almost every indicator of well being. The poor get impacted the most by such events.
