In this case, you got only 20.5 persons (TK, as an architect you should know this - when you say 100 men hours, you do not mean 100 men working for 1 hr each), and the restaurant owner was right in charging for 30 persons.
And usually there is a service charge - also sometimes fixed per person, so a $45 charge does not surprise me - though one could debate that the manager/client should have discussed that before ordering a party.

I agree Chandresh. In North America we are asking a question - "Are there any hidden charges?". This applies not only to businesses owned by Indians but all the major services companies here. For example a cellphone plan of $25 could end up with a dent of $41 from your pocket.
The same thing happened here and the mistake TK did is obvious. For us the head count includes the kids and for restaurants it doesn't. However If I am in the position of the restaurant owner, I would charge only for 20.5 people. Anyway the restaurant is not running good, so what different it makes? The food cost is very negligible here so why not have a happy customer and have lot of recurring business?
