Can one bring the settlement funds of 10000 in US dollars.. by a draft at SBI Toronto .// Does the bank charge something for conversion to CDN Dollars../

You can. They will convert your money as per existing selling rate on whatever day you go to bank.

You can also open US dollar account and keep your money in USD.
