Where to file complaint against Canada Post ...anyone??

My sister had sent a parcel through regular US parcel service in Oct 2007. I waited and waited and even contacted US Post and they said it had been shipped out and Canada Post will deleiver it so I visited Canadapost site and tracked the parcel and saw that it was sitting unclaimed at post office for 2 months and now has been Returned to Sender.
Now shouldnt i have recived any Deleivery Notice Card so that i knewthat my parcel has arrived and i could have collected it from the postoffice.I DID NOT RECIVE ANY DELEIVERY NOTICE CARD!!!
I emailed themand called them and they said that they have made a note of the complaint and that will make sure doesnt get repeated next time.BUT WHAT ABOUT THIS TIME!!!
I dont know how am i going to get my parcel back for which i have waited for more than 2 months just to find out in the end that it was sitting in their postoffice for 2 months and they returned it back to US and no one cared to send me any notification about the same!!!and neither me nor the sender is at any fault but still i have to go through all this stress.
The other issue is that my cousin sister has now moved to another state .
Does anybody have any suggestion .Does it happen more often here in Canada since i am new here!

Apparently you knew that a parcel has been sent to you from US. You did not try to contact Canadapost even once during the two months when you parcel was sitting in the post office (even though you did not get any delivery notice)?

It will probably go back to return address in US and sit there. Ask the sender to contact USPS.

I did contact USPS and they told me that since the parcel was a regular parcel, it cannot be tracked and I just have the option to wait!!!
I had no idea that in Canada Post takes care of the delivery from USPS and I just happened to discuss this with a friend who is in Canada from long time and then tried to again track it on Canada Post site this time and rest is history!!!
This is frustrating for a new comer!!!

Why only to a newcomer?? If this happened to a old timer, wouldn't it be frustrating for him?

Well in my case, when I was a newcomer - I had a different experience! My registered article was delivered but the tracker kept showing that it is still undelived - and finally after a month, Canada post refunded my charges (only charges since it was not insured).

--- In Canada, the Canada Post takes care of the delivery (once it comes in Canada) irrespective of the country of origin of the parcel/letter. Anybody should be able to know that. Also, if it was supposed to be untrackable, how were you able to track it on the Canada Post web site?

An Old timer would at least have an idea of how stuff works here and then I wud hold myself also resp for just sittig and waiting (as suggested by USPS)!! I thought system is more proffessional here and if they said it they meant it!

Mail is delivered by humans and humans do make errors (irrespective of the country). Newcomer or not, do you think USPS will be sending out people to all the countries in the world to deliver the letters of that particular country?
