I think drafting needs some English skills. Isn't it?

Very true !!!
Just yesterday, I spent an hour on an international call (not to the U.S.) explaining the importance of it in drawings, and how although the drawings that I had received were awesome, I had to check the entire set for the lingo !!!

On the other hand, I have known "designers" in Toronto who can't spell "men's" and women's"correctly...and still get by !!!

GG,
NO. It does not.
I am a drafter but also into project management. I have found that even whites (may not be graduates but in project management positions) are very poor in English. Drafting just requires the skill of drawing lines and making the drawing and nothing else. There are a few chinese in my office who canot speak or write English properly but still get by very easily.
However, during job search , if they find that your English is poor or if you canot communicate properly, then you may be at a disadvantage. So IMO, English writing skills are not very essential but only spoken English is very important.
I have seen many people talk very nice english but when they write it will be horrible and full of grammer mistakes. These kind of people can survive very very easily in Canada.

True TK. If you have some sort of support you can definitely survive with broken English or even without English.

In my previous company, all the people in the electrical department were of Chinese origin. Many of the engineers didn't knew English well but there were surviving.

But you have to have some one to support you.
