I applied in September 2000 and according to the old system had 69 points before interview. The high commission wrote that an interview would be required in my case. In the meantime new regulations came and I qualify clearly in that too. I passed IELTS in Sep. 2003 and sent the results. I scored more than seven in all modules and my overall score was 7.5. A family friend who is a canadian citizen and had promised to ;help has now written to high commission about his intention of helping us. I sent a reminder in Nov.. 2003 but no reply has come. Kindly let me know how can I represent my case.

Our case is slightly similar..applied in Oct 2000 and submitted IELTS in Feb 2003
Got a letter recently to submit IRPA forms. You also submit if not submitted so far
Then i think our cases shd get cleared by June 2004

I am Also Same like you ,,I Applied in May 2000 & Passed My Ielts in Aug 2003 . I applied from Syria ,,,but still no reply .... DO you guys get Caips Notes it will help you to know the Status of your Files & Know the Reason of way your Files are in Delay
