You can also try to get into IT Support roles to start with, such as Application Support, Tech. helpdesk, Quality Assurance, project co-ordinator. The pay would be less, but you will have more exposure and experience. Simultaneously, you can try attaining some certifications, trainings, education in other technologies. Although you will start low, it will greatly benefit you in 2-3 years.
For example, take the Application support position for Oracle Apps. At the same time, learn Oracle Financials, ERP, Cognos, ETL tools, etc. With the live IT and business-side experience in hand and proper training, it will be much easier for you to demand higher salaries and position in about 2-3 years time. Assuming you will be too sound in the said technologies.
Start with the payroll job and then climb up to the Contract one. In this tough time/year, try to get a good IT job (payroll, not contract).

Does any one has any idea about Actuarial Positions. Say how much salary one can expect after clear one or two actuarial papers.

Java, .net...take any technology, it is what you can bring to the table with your vast experience that will pay you the most. Developers are plenty in these areas but not everyone gets paid high rates...you need design and/or management experience to get into higher brackets. I know a C programmer that gets paid >$100/hr but he writes device drivers and not for mice and keyboards but for new and emerging technologies like retina scanners, fingerprint scanners etc.
Other aspect is specialization in areas that does not have a lot of resources. A certified BEA developer (10 or 10.3) is in VERY high demand for example simply because there aren't that many developers in that area...
I agree with other posts here about SAP etc...those are some expensive technologies to specialize in as well...

In my company, they have hired BEA consultants at the rate of $200/hr.
They come every Monday morning in their blue suit and tie dragging a traveling case with them.
They leave every Thursday evening.
Between this time, they mostly sit around and shoot bull.
And drink lots of expensive coffee like Starbucks.
I have seen the rates and expenses they are billing to our company because I print invoices.
