I am from Windsor .Where DO we get the College Degree Evaluvated in Canada .Pls let me know .

it depends on your qualifications. but in my view, evaluations do not help, any university will give u a simple letter stating that your qualifications are equivalent to canadian universities. in my opinion it is a waste of dollars. Now for your question, university of toronto and York universities offer such services.

I am M.A,M.Phil in English .Trying to take ESL(English as Secondary Lang ),so that It becomes easy to get a Teacher's Job .

try to visit the District School Board office or talk to them on phone, they will be able to guide u further, in my view, spend money for evaluation only after someone asks for it.
