AV Canada,
Please donot use your money to study in Canada.
As you have already worked in Canada, I suggest that you take some temp. job in Canada which can get you lay off after 500 hours in Canada. Once you get laid off, they you will be eligible for Seconds Skills programme in Canada which is worth $28,000 in tutions costs, transport and living expenses.
Also it pays to be in Canada with your wife and children. This is what Ontario offers to you:
For each child under 6 years $100 a month (Universal)
For each child under 18 years $108 a month 9CCTB)
For each child under 18 years $162 a month (NCB)
Ontario special fund of $50 for each child a month
Besides you will be eligible for GST/PST credits from the federal govt.. which can be like $160 every quarter.
Also there are food banks in Canada where you can get your food for free.
All these facilities require a income limit of between $21,000 to $37,000 a year.
also all libraries, Hospitals, Schools (not day cares where you might get a subsidy).
Also Social welfare rates are $512 a month for a single person and $ 1032 for a child and a single other person.
With these rates, it pays to come to Canada and use all these benefits 9even under recession) by the govt. unless you were a CEO or a executive or a professional in India / elsewhere.

Hope this helps.

Peace by TK
