Just wanted to touch upon the myth of the hidden job market that is being touted by Canaidan agencies. Canadian govt. always says that 60% to 80 % jobs are not advertised. This means that 4 of 5 jobs to 3 of 5 jobs are not advertised at all. Let us see that in detail.
Hidden jobs ( Synonym) : Jobs that are not advertised in the open market or in job boards
Explanation :
Now let us take the case of good companies like RBC, TD Bank, TTC, City of Toronto, Govt. of Canada, BELL, Rogers etc... (These are the companies that every immigrant wants to work in ) Can they ever fill intermedicate positions like Technologist, project manager,Accounts officer etc.. by not advertising the jobs but just by reference of staff/ networking? Even if these jobs can be filled , It can never be filled without the person having solid Cdn. experience. The HR dept. never operates this way. However, I know that there are exceptions for IT positions in these companies and they can be filled with internal reference but not for other positions.
What positions are available in the hidden job market :
I do agree that there are some positions that are available through the hidden job market but they are as follows :
a. Tellers in banks ($12 per hour)
b. call centre
c. heavy weight lifting jobs which are assigned to agencies like kelly's, appleone
d. butcher,Tim hortons, MacDonalds where the salary is min. wage or just above that
e. menial jobs where the wage is min. wage and usually filled by reference as the employer does not have the means to advertise to fill it nor having the time to conduct interviews.
Are these the positions that qualified professional immigrants coming after in canada
My previous office :
My previous office was a medium size office specializing in preparing working drawings for a house. For all job vacancies we used to advertise. around 100-200 resumes (all sorts) used to come. The owner always tried to hire a canadian born and educated person but since he was offering $12 an hour salary, only the worst used to join or he could not find one and he hires an immigrant instead (mostly with cdn. experience). Most of them run away after 3 months or get terminated for poor work. There is always a slack period from when the employee is fired/ terminated / runs away to when the job is advertised (usually a couple of weeks). That is when I meet the employer and give desi resumes. He hired only people with cdn. experience and he does not hire based on my recommendation alone. He conducts a proper interview (in his opinion) and only when he is satisfied, he hires. So this is the process that happens in medium size design offices. very few hire without Canadian experience 9even though you may not need one for the job applied)
Networking :
So what is the only option left for professional immigrants to see if they can try to reach the very few jobs that might be advertised but not filled or to push you to the top of the final list to be hired. It is networking.
But it is a catch 22 situation. No one refers you unless you have solid cdn. experince and to get Cdn. experience, is very hard. Desi's mostly never refer people for any jobs and it is the Cdn. born and educated people who do so. But Cdn. born and educated people never makes friends with desi's (with a few exceptions) b'cos our cultures can never mix.

It is a myth for those have not had access to unlisted jobs and never got a job purely from word of mouth. It DOES exist. It is not a myth.
Sometimes companies are obligated to list a posting and interview a few candidates before eventually hiring someone through referral.

It is not a myth. I am fortunate enough to work with a multinational company, and all the job openings ( including Managerial and well paid professional jobs) are listed internally and referrals are always encouraged. Once they do not find any candidate thru internal sources than jobs are advertised in the media.

Myth or no Myth,
I can share my experience.
I was working as a temp $ 12 / hr ( thru an agency who was billing the company $ 25/ hr). Worked as a temp for 6 months.
The following is what happened to me .
a. One of the executives told me one of his friends was looking for a permenant position ( As a Financial Analyst ) and I should apply. This position was not advertised.
b. I got the offer and a job as a Financial Analyst in the same company where I was temping at a very good salary- again for a job not advertised.
In case "b" even though there was a job posting etc, the that I was going to get the position was pre decided.
So yes with the right networking, at job coffee corners, right attitude, mixing with ALL, having positive conversations , we will definately have people come forward and give us references.
We need not directly ask for jobs- they will come to you when you interact with people and impress them with your attitude, etc
This is my 2 cents- the hidden job market is everywhere, we just have to see.

I am not sure what OP wants to convey ... but if you look at it from HR perspective - it does make sense to hire through referral. It is preferred method everywhere - and not just Canada.
In Canada, when HR talks about hiring Immigrants ... they basically are looking at totally unknown.
* No mater how good the Interview process is - no one can judge everything about the candidate in those 2-3-4 meetings. Most of the stuff in Interview process is Fake (from both sides).
* Fake Certificates & Degrees are not unknown back home.
* No HR wants to revisit same position in two months.
* No manager wants to give brain dump again in two months.
* Work can be learnt - attitude can not be changed. If some employee stamps it then difficult part is already dealt with.
