Overview
The government of Ontario is planning to combine the GST & PST that is being paid on products and services into one harmonized tax called HST starting July 2010. In other words, after July 2010 when one buys a product or service one will not pay GST (5%) and PST (7%) separately, instead will pay a combined HST of 13%. This move by the government will have positive & negative impact on the people and businesses of Ontario.
The aim of my documentary is to show how this tax harmonization by the government of Ontario will financially impact the people and businesses of the province at a time when the whole world is under economic distress.
Questions
Following are the questions I am planning to ask the people I will interview.
1) Are you aware that the Ontario government is planning to combine the GST & PST starting July 2010?
2) Do you know how this tax harmonization will impact how much you pay for products and services as a consumer?
3) Do you think that it is prudent move by the Ontario government to harmonize the GST & PST and increase the burden on the consumers when the whole world is trying to stimulate the sagging economy?
4) Would this tax harmonization affect the way you shop in future?
5) Can you please explain to me in English how this tax harmonization is going to impact consumer spending and what are some of the specific products and services that we will pay more starting July 2010.
6) Who will benefit from the tax harmonization β is it the Consumer or the businesses or the provincial or federal government.
Treatment
Scene 1 : I will start of by showing a few newspaper clippings that talk about the impending tax harmonization the government of Ontario is planning to implement starting July 2010.
Scene 2: Show the hustle and bustle of the financial district in downtown Toronto.
Scene 3: Walk up to some professional on Bay Street and ask them the questions listed above and record their responses.
Scene 4: Capture the main Ryerson / U of T buildings / environment as an establishing shot to show that we are at an educational institution..
Scene 5: Walk up to some students and ask them the questions listed above and capture their responses.
Scene 6: Show a retail store like 7-11 or any convenience store where a consumer is paying for a product. Focus on showing the consumer counting the money and handing over to the Store keeper.
Scene 7: If possible find a tax expert and interview him/her and ask question # 5 & 6 mentioned above.
Scene 8: Capture some shopping scenes from Square One mall and interview some shoppers as well as some business owners with the questions mentioned above.
Scene 9: Interview some senior citizens from a retirement home and ask them the questions mentioned above.
Scene 10: End the documentary with a general wondering with a voice over
βis the tax harmonization good or bad for the people of Ontario, only time will tell!!!!!β
