I think when you will print Form A, it will also give you blank Part B.

If your's is a normal case, then you do not need to get those documents notarized. Although you will have to submit the originals at the time of applying, which are returned in a weeks time.
As regards the child's birth certificate, it has to be the long certificate in Ontario, which has the parents name & other details.
The call centre reps at VFS gives conflicting info. try calling again, and you probably will get a different response.

When I called, VFS guy told me the same except birth certificates for kids.

My wife and daughter are Canadian citizens. It so happens that they do not have the time to wait for the OCI card. Instead, they plan on taking a visitor visa to India, and then apply for the OCI card, while in India........
Is this possible & what are the implications?

Yes, you can visit India on visit visa. You can also apply from India. The process is spelled out on their websites. What I don't know is, if your family is staying short term and returning home would it be possible to continue the OCI processing in India.
