Yep, you are wrong about "H1 quota by country."
"H1 quota full" means that new H1 visa are not being issued anymore. I believe the new quota kicks in Sept/Oct (not sure exact month) and new H1 are issued as long as the total allowable quota is not exhausted. The quota doesn't include H1 renewals and transfers.
Do a google on H1 and you will find lots of info.

What is required for TN visa? Is it just the appointment letter from the employer or does the letter have to be in a specified format?
Ans - job applied for must be a part of the TN job list . All certificates , etc and employment letter and 50$ fee . There is a list of docs that you need to take . See it on US immigration site

Ans :IF TN is refused , you can try and apply again .but cannot work till it is approved at the Port of entry

Don't focus on TN/H1 issues, instead focus on applying for jobs in US. Interested company will come along to take care of their preferred process whether it is TN or H1.
If a company wants to bring to US on TN, go with it, once you have built rapport with your company personnel, they will be more inclined to switch you over to H1. Relationships help in overcoming initial hesitation but building relationship takes some time.
What field are you in? Do you have your cdn. citizenship yet? If you already applied for citizenhip but waiting on process to finish, you can still try to get job in US on H1.
My suggestion - The H1 quota will open up in Sept/Oct and it is only few months away so start firing away your applications to recruiters and consultants now. Start building your relationships with interested recruiters.
