I am finally ready to submit my application for PR in Canada under the Skilled Worker Program. I will be submitting my application to the Canadian Consulate in Buffalo, New York. However, I will be moving out of my present apartment in the middle of July.
Since I do not anticipate having received my 'file number' (or whatever acknowledgement one receives from the Consulate) before I move, is it wise for me to submit my application now? Or will it be possible to send the Consulate my new address (as yet unknown) even if I have not been assigned a file number?

You can submit your application from the present address itself,Once you submit your application you receive a file number in 3-6 weeks time and along with it is a Address change form which you can fill in and send along once you have made a move.
You still have 6 weeks before you make a move and just waiting for the move date and filing then would mean wasting your processing time as its close to a year for Buffalo centre.
