Submitted PR application 1.5 months back in Buffalo office under skilled worker category.
have few questions pls.
1. how much time will they take to send me some communication about it?
2. I have to submit Indian PC, which I am expecting this month, however until I don't have file number I can not submit it.
3. I am planning to go back to India on vacation for a month, if I have to inform them how can I inform them ?

The response times have increased. So, you will have to wait till you get your file number, to anything at all. Also see the time lines from other responses.
Since you need your Passport for the travels, I would suggest that you hang on to it. Make your trip and return back.
In your absence, if there is some one that you can authorize to open your mail and see what the contents are, then, you can get to know, the details of that letter, when they call you and reach you.
They have added more personnel to handle the pressure and demand on their time. How well organized they are currently, in the processing is an unknown to me.

Thanks, I read the other posts, they are talking about 2 months (approx) response time. So, anyway I will be going by may end.
I have some close family friends who generally open my letters when I am on my business travel, I can request them for this too.
Just one worry, if the letter comes in my absense, our people will notify me about it , however if they do the verification, how will they do this in my absense? can my family friends tell them on my behalf that I am out of Canada on Vacation ?
Will it affect on my processing? etc ?

If as you say that the response time is about two months, then, you will have the response from the CIC in Buffalo with in the end of this month. So, it will be on your watch and you can do it yourself, prior to your departure.
Passport could be one of the last items that you may have to submit, as you will be requiring the same for your travels. You will also require your TRV papers too. If you do not have the same, ask the CIC call center as to how you go about getting back in? (Temporary Resident Visa Papers) Please make sure that you return back within the validity of the Visa dates. Do not over stay.
You are entitled to have a break. But for the return, if you have multiple entry Visa to get back, then, you can come back without any hindrance, which I see that you do have, from your vacation plans.
Take the items as they come. Deal with each situation as it occurs. Respond back as you are doing now, in the same manner, and I know that you will succeed in it.
In my books you have most of the bases covered and if it happens that there is a delay in all of this, then handle it in an efficient manner from outside of Canada. Ask your family or friends to fax the pages to you with the return address and file number for easy handling. You may have to spend a few extra bucks to courier your reply. Make sure it gets there. Make sure you retain a set of copies for your files, just in case...

I am back, I just received a letter from them today advising me to send USA police clearance request, fingerprints and draft directly to FBI. (I just realized on the mistake I made - sending FBI papers to CIC)
In that letter they have mentioned the file number, but this letter does not directly say's that we have received your papers and xxxx is your file number or any status of it.
Please help me what I presume is correct or not ?
If they found FBI request (its no. 12 document list) by mistake sent to then,.......It means, CIC officer have gone through all the papers and found it all right ... is that correct ????????
or they just scanned through the papers, gave a file number and kept my papers aside ?????

In their letter to you they have provided you with a file number. That IS your file number. With that number you can see the progress of your files with them through the e-Cas system. Try it once and see if it works.
Yes, they have gone through all of the papers and they found that it is lacking your Police clearance at all of the States that you lived in. Now, if you did live for more than SIX months in each State then you need to submit a POLICE Clearance certificate from each of the states. If you had provided them, then they would have moved faster with your files. Now there will be a small wait, because you have to provide them with it. I see you did not anticipate this and you were not prepared for it. Now get on it as soon as you can. ( It looks like that they have accepted FBI clearance, other wise they would specify that one too.)
Here is some help. I do not know which state you lived in. Other wise I would have provided you with their address too.
Some times the delays in processing will make you repeat all of the Police clearance and FBI clearance once more. The validity expires. So, get prepared for it also. Please see under the State Clearance in Links. (At the bottom of the link)

Appendix "A" : Request for Police Certificates/Clearances and
Authorization for Release of Information
For specific States, just look it up in the internet Department of Public Safety, Criminal Records Division, you get all the information there. Also what you do is, enclose a Fed-ex envelope with credit card information on there so that your papers will return to you in Fed-ex and safe. Approximate cost is : $30 US. It is higher in the NY state $50.US

I did checked the file number on e-cas, its not updated, it gives messages..... "if we have file number and it does not appear then it means the processing is not yet started "
I submitted FBI ....
1. Money order
2. Fingerprints
3. Authorization to release information
but I did not sent the envelope for returning the results??????? what to do ????
I was in only one state - "Florida". I checked the link (thanks)
I will send the application for state clearance and let you know the outcome.
