The answer depends on whether you have a choice. If you can continue working in Bay area, don't even think of coming here. You should only come if there are immigration issues in USA

As some one who has done exactly same (7 years in Silicon Valley) is writing this to you.

Put weather aside (even North Carolina offers balanced weather, so do Atlanta), the atmosphere in Silicon Valley offers way too prospects especially for the offshoots.

If its something that you don't want to write, Why you want to move ?

On a serious note, everything depends on individual situation, particularly job/career.
In most cases, the priority of suitable job and career trumps all other considerations.

That said, I am personally not a big fan of California these days.
California has lots of socio-economic problems right now, and it is getting worse.
California has for long abused its prosperity and natural resources, and now it is time to pay the piper.

Their public finances are in a terrible shape.
There are massive govt. program cutbacks.

Their taxes are amongst the highest in the United States and it will only get higher.
In fact, after living in California, you may actually find Ontario taxes low, as ironic as that may sound.

California's ecology and environment is falling apart.
It has now been in a severe, man-made drought for several years.
The US Dept. of Agriculture has classified it as "extreme" drought, which is the higher category, above "severe drought".

Most common folks do not see it first-hand because grocery stores as still well stocked with food and water (all imported from other parts of the US, and abroad).

But the problems are all lurking underneath the surface - it is not possible to abuse the environment for so long and not pay the price.

If you want to live in the US, there are far better places to live, IMHO.
Or...you are more than welcome here :)

When you're an immigrant, everything is zeroed on the job. Move where it takes you. First try your best where you are living presently so as not to uproot yourself completely. However, if it doesn't work out then move to the next best place if you could get you the choice'd employment there.

California vs. Toronto - immaterial.

RBO the best way to improve your english is to call the toll numbers with chat facilities with Gori ladies . You may pay the price but some of us went through that route and learnt it .

On a side note : I am little intrigued that how do you prosper and popular despite of your so poor english
