Cheapest is Aeroflot from New Delhi. Can't say it is the best though. However, a better option would be Air Canada because the fare differential is not too much, and it offers a non-stop flight from New Delhi to Toronto - 15 hours flying time perhaps. All the other airlines have intermediate stopovers of a few hours.
