I plan to pay tution fee in advance as per international student rules for post graduate diploma of 2 yrs in seneca (term starts in jan 05 and fees to be paid by october 04) and arrive on a student visa in aug for another short course. I have filed for immigration which may come up by sept. So if I have PR by sept will my fee structure change and will I be elligible for refunds or will it be applicable for future semesters only? or will I have to continue paying as a foreign student for the entire course?.. I have asked numerous consultants but no one has been able to direct me precisely. This session is my last ray of hope!!

Agree with what Kanishka said.
As long as you are on a student Visa you will be paying International fees (unless are in a Saskatchewan University). The day you become a PR, inform the registrar's office. They will change your status to "eligible for regular fees" with a condition that you produce your SIN # / PR Card or both. So other than that, it should be absolutely fine.
To answer the question you sent me by mail,
Your VISA application wont be, in anyway, affected if you do not pay your fees upfront. Mind you, there is a risk doing that. In a worst case scenario, if you pay ur fees and your Visa is rejected, getting them back will be a big headache.
You can come to Canada and pay your fees. You will have two options :-
1.) If you are getting funding from the university (TA/RA etc.) you can have the school deduct it from your payroll, or
2.) The same thing if you are getting some sort of scholarship or
3.) Pay the fees in one shot, before the deadline (Usually its Serpt 5 for my university, Univ of Ottawa)
Save all your money and show them as "liquid assets" for your stay in Canada ("means to support yourself" clause). That helps in your VISA application.
