I once saw an ad in local Indian newspaper in Canada stating that the advertiser has "cash job." It made me wonder if cash jobs are illegal to accept or to offer then how can someone advertise in newspaper?

Depends how you treat cash jobs. The general notion is that cash job is a job where the services are paid for in cash and NOT ACCOUNTED FOR either by the employee or the employer. It is perfectly legal to pay in cash and account for it.
Besides, there can be odd jobs where the employer does not have to make any deductions like EI or CPP and therefore while he can account for it in his books, he does not file any returns for EI or CPP or even give a T4A. These can be cash jobs too and usually are.
