I will visit Toronto in January to collect my PR cards and will stay for a month. I will carry just two bags with me. Can I brings all the lugage as permitted to immigrants in my final settlement visit to Canada that will probably be after a year or so.

You have to realise that it is not an immigration matter but a custom matter - since no one can stop you from importing goods (other than contrabands) whether as a new immigrant finally settling down, or an existing PR/citizen, till you are ready to pay custom duties as applicable.
So your basic question is whether you can bring in all your household stuff one year after you land without paying custom duties. The answer is - yes. The only requirement is that at the time of first landing, you should have provided the customs a full and detailed list of items which you intend to bring and (theoratically) have been in your possession for atleast 6 months.
