is it a good idea to request caips or wait until the pricessing time of 24 months is passed for my inlaws sponsorship from islamabad? do they start the processing after 24 month or it is suppose to be completed within that time frame?

You can request at any time during the process. 24 months at Islamabad is probably about the time it takes for them to start looking at it. Hard to be definitive though.
