Option 1. Just fill the form and send it. They will send you letter if they require additional information.

Option 2. You can call 1-800-387-1193 and find out.

The Government determine your Child Tax Benefit based on your 'Net Family Income' of the year before. Since you landed here in Oct 2005, you would be eligible for some child tax benefit for 2005 till 30th June 2006 and it would be based on the income you earned in 2004.

You do not have to file your 'tax return' for the year 2004 but have to convert your 2004 income and the income till 24th 2005 from your home country and declare it in the Form RC66 which you can get from their website as per the link provided by Rajcanada. This procedute you have to do only once and in following years you have to keep filing your income tax return in time to help them to calcualte your 'Child Tax Benefit'

Hope it helps.
