I am living in Manitoba. One of my friend from India wants to Migrate here under the Provincial nominee programme. My friend has completed his graduation from Delhi University as a non-Collgiate (means its like correspondance but you go for classes on saturday and sunday) Is his degree (non Collgiate) qualifies for the immigration?

If that is so, does he have "A permanent full time JOB OFFER in Manitoba PRE-APPROVED by the MPNP?"

Or otherwise would you be able to provide:

"Family-Like Support from Distant Relatives or Friends in Manitoba *
Affidavit of Support forms and personal reference letter from at least two people known to the applicant who live in the area to which applicant is destined, with signatures witnessed by a Commissioner of Oaths or Notary Public."

Please note that the MPNP reserves the right not to consider an Affidavits of Support from friends or distant relatives who cannot satisfy a Program Officer that they have demonstrated strong ties to Manitoba and/or the applicant.
