Seen Murali bowling and anyone can make out that his elbow is not straight. Basically he is throwing the ball. Now the ICC has a strange rule of "15 degree maximum bending". How do they measure if the bowler is bending less than 15 degree? Do they have some sort of a camera on the ground? They have go to with the umpire on this.
Note that Proteas bowler Johan Botha and Pakistan's Shabbir Ahmad have been banned from playing due to their actions. Both of them wear full arm shirts while bowling, that itself is strange since most bolwers wear half shirts while bowling (except B.S. Chandrashekar since he was affected by polio and to cover it) and when done wear sweater if its chilly.

Murali's action has always been suspect, and I think it is progressively getting worse.
I remember that a few years ago, the Indian off-spinner Rajesh Chauhan's career ended after chucking allegations and investigation by the ICC.
Regardless of whether he was a good bowler or bad, his action was way better than Murali's.
There are also a lot of fast bowlers who "throw" the ball, at least once in a while.
Shoaib Akhtar falls into that category.
Another crafty "thrower" is Afridi - every once in a while, he "chucks" the ball, and claims that it is his "faster one" or "top spinner" or whatever technical term he likes.
I think the bowlers in the movie "Lagan" had better actions than some of these international players !
