It would be difficult to find a desi recruiter. In fact I have not seen such differenciation. When I was looking for job, I came across many desi recruiting agents, but they were part of big organization.
For your second query, I am not expert to answer on that, but I think it depends on your status. If you are still PR and can come to Canada without any problem, you can easily file for her and she should be able to get it easily.
I hope other members on this board might share their ideas.

Thank you very much for your answers.I am still a canadian PR and I have included her as my fiancee while applying for the PR(the immigration officer told that would make it easy for her to get the PR).I Wish to get her PR formalities nailed down before I migrate to Canada.I really appreciate any info on this topic from other folks on the board.

The desi recruiter (mama) concept does not exist here in Canada. The market is different from the United States primarily due to lack of a temporary work visa like H-1.
For job applications here, you directly approach companies or agencies. Like GG said, these agencies may employ Indians, however it really does not make much of a difference. You can directly go to a company's site, look for job openings and post your resume. Or you can search for positions on sites like monster, workopolis (there's a great listing on this site of agencies) and start calling people if their phone numbers are posted.
When posting your resume, if you have any canadian friends or relatives, put their address on your resume. If there's a U.S. address on the resume, chances are its headed for the recycle bin. Also when you're here for a month don't mention to recruiters that you're going back to wind up things in the states. They tend to be suspicious of people moving back and forth between Canada and the U.S. Once things are worked out you can always ask for a later start date, so that you have time to wind up your stuff.

Tons of info there, and you can post questions, that are answered by \"immigration experts\".
