Mountain,
You approached this Immigration agency because they are helping new immigrants to come to Canada. They stipulate their fees for for each of their services. You have a choice of the level that you want to avail, of their services with them. If they are a reputable agency, they will permit you to change those. You can always upgrade them. If they do not permit the down grading of them, then you have reason to feel that they are cheating you. So, you have the opportunity to discuss with them and tell them about it.
You also can take it up in a public forum or through any newspapers, where ever you are. That will not stop you from applying to Canada or immgrating to that place.
They might not refund any monies paid. At the same time, they have no reason to expect that you will keep on paying them additional monies, as and when they keep demanding from you for more. If they have paid the Canadian Immigration services a processing fee, it is on your behalf. They cannot change that payment to anyone else. So You now have an application in process with the Canadian Government. Your additional monies that you paid will be used by them for their services, which is what you paid them for.
If you do not want to pay any additional funds, then, they might not proceed with your application. In which case, you can tell them that you will take it upon yourself. Please ask them to leave the application with the Canadian Government. Ask them NOT TO ABANDON the application and that you will handle the same from now on. Ask them if it is O.K. and acceptable by them. Get the same in writing and walk away from them.
You have made this choice. Now you are on your own.
Any additional expenses that it will call for will be yours. You will have to do the balance of the process, all by yourself, or with the help of some one near by who is knowledgeable.
Good Luck.
Freddie.
