This is my first post to this innovative forum. I thank you Mr. Masood to welcoming me to this board and hope to hear youe expert guide lines to my following query.
Our business Class file has been transferred from Damascus to London
in May 2003.
Our several attempts of communication with London office, since
Damascus transferred our file failed.
On checking e-client using Damascus’s issued file number as well
client ID found file transferred to London.
We had applied at Damascus in November 2000 from Dubai and now
almost three years completed.
Could you please shed some light that how fast London will clear it’s backlog Logs? Will London issue us a new file number or will process under same file number issued by Damascus.

When a file is transferred at applicant's request, it usually ends up at the bottom of the pile. Hence you'll probably have to wait approx. 18 months from May 2003.
London will use same number.

Sir,
I thank you very much for your prompt and prosessional response. Here I would like to clarify my stand that we have not asked Damascus to transfer our file to London. It's CIC who forced Damascus to transfer file to London.
Damascus, in their letter of transfer stating the reson as to comply with IRPA regulations and they have not charged us a single dollar for file transfer. You are aware that prior to May 2003, there were only nine visa posts for Business Class applicants globally and being the resident of Gulf we found Damascus very convenient for us but we were not aware of the heavy backlog senario at Damascus.
In fact we had visited Embassy in 2002 August to know exact status of our file and we found that they were prosting interview notifications for the files submitted in March 1999.
So when we received intimation from Damascus in March 2003 for the submittal of new schedule, On receipt of our new papers with required schedules CIC directed them to transfer our file to London.
This is a brief history of our patient for Canada immigration and I have now only question that as our file has transferred under CIC direction so is their any special reason to do so? How much time can we expect for inprocessing under this situation? Your response for self-transfering is acceptable but our case is different Sir.

In such a case you won't be put at the bottom of the pile. Most Candian embassies are busy with Travel docs these days. It is very hard to predict processing time ... unfortunately. You'll have to continue being patient.

Sir, this is what we wish that we should hear some development about our file within 1st quarter of 2004.
I am confident of passing both Business Class grids of old & IRPA regulations with over 70 points against the requirement of 25 points (Old) and 35 points (IRPA regulations) but unfortunately Damascus has simply screened the file and kept under their custody in the name of Backlogs.
Could your expert shed some light of CIC decision to transfer from Damascus to London? Is it because of Damascus was simply sitting on Business Class application for such a long time or something else.
Please comment.

This is not a reply to your question per say, but to make you feel that you are not alone.
I have applied through the CIC Singapore office in July 2001. I was asked to take my medical in April 2003 which I took and later learned was passed.
In February 2004 after repeated failed attempt to contact the CIC, I was finally told that “My Application is under active consideration and please wait to hear from CIC”.
I am afraid I have became one of those “backlog applicant” and that I should keep waiting and waiting no matter what.
So let’s hope and pray we still have all the energy we need to continue with this waiting saga.
In my case it’s still well worth the waiting. So have some faith and move on Ms. Praveen.
