Best use HAwala means adjust money with who want to send the money to india......
so both don't have to give the exchange rate and that become profit or win win position for both..............
or find someone who is coming to canada as PR first time so give them CAD draft they give you beck here in canada........only one time exchange rate you have to pay....

it depends what money you are talking about.
If it's repartrible yes you can, if non repartriable, may be yes but the process isn't straight,
if you want to transfer money from INDIA to abroad then you requier permission from Reserve Bank Of India, means you have to give proof to bank (who is issuing the draft of currency of forigen money).
Proof menas reson to why you have to send money abroad. if you satisfied and give the proof then they will issue the draft to you and send that detail to RBI.
all bank will give you forigen money draft or cheque. means you have to buy currency in INDIA by giving the INR.
By legal way BANK is the only safe and good way there is no alternative .
Other alternative you will bring the CASH INR with passenger or by your self But the problem is in canada candian bank are not buying the INR.
