Gabriel Rozman, Head of TCS' operations in Latin America, said the cost is rising in India and people becoming less available.
Tata Consultancy Services Ltd, India's largest computer-services provider, plans to hire 5,000 workers in Mexico in the next five years as labour costs climb in its home market because of a rising rupee.
Tata Consultancy last week opened a software-development centre in Guadalajara, northern Mexico and that facility will start with about 300 employees doing tasks currently completed in India, said Gabriel Rozman, Head of company's operations in Latin America, Spain and Portugal.
The rupee gained 9.2 per cent against the dollar this year, eroding Tata Consultancy's earnings from the US, its biggest market, and increasing Indian costs relative to other nations.
Tata Consultancy gets about half of its sales from North America. The Mexican peso was little changed this year against the dollar.
"We see costs rising in India and people becoming less available," he said. "That's why we're going to places like Latin America, which has professionals and reasonable costs."
Salaries in Mexico are about 30 per cent higher than in India, he said. Having software programmers in Mexico allows Tata Consultancy to serve US customers more quickly because they work in the same time zone, making travel to clients for support less time-consuming, he said.
Mexican salaries are about 40 per cent to 50 per cent lower than in the US, where Tata Consultancy employs about 12,000 people, he said.
"Nobody knows the long-term costs in India or in China," he added. "If you would have asked me two years ago, I would have never said the rupee would strengthen this much. Nobody was smart enough to predict it."

What's wrong with you guys? If you're so obsessed with India's strong IT market, what the hell are you doing here. Do not be confused. If you can get a higher salary in India, then please go back. Posting India's IT salary structure here and there in the forums will not prove anything. If you're in Canada, then put in some struggle, learn some stuff here, update yourself even if you're highly educated, and last but not the least stop whining please.
I love India as well but once I am in Canada, I stop thinking about 'would've' and 'could've'. Now, I only make myself more suitable for Canadian IT market, and work towards it. If not now, then I will get a job in my field after 6 months or an year. But believe me, if you have a good presentation skills, communication skills, and above all else good product knowledge then Canadian job market is there with open arms - if not now then soon.
Do not be confused. Either you're in Canada or in India.
