Some non-government (commercial) companies like http://www.caipsnotes.com" rel="nofollow">LINK or http://www.caips.ca" rel="nofollow">LINK are charging some fee to get CAIPS notes on applicant's behalf. This fee is a big money for something that a Canadian permanent resident or citizen can obtain on behalf of applicant for only $5 CDN. If you have a relative/friend/lawyer residing in Canada who is a Canadian national, then absolutely he/she can order the CAIPS notes from Ottawa for the applicant.

He/She would send a brief letter stating that He/she is writing on applicant's behalf to request a copy of the CAIPS notes associated with his/her Permanent Residency application in Canada, and would need to include copies of the form entitled "Authorization To Disclose Personal Information"...one signed copy EACH for the principal applicant, spouse, and any dependent children over 18. He/She may use either a Form 5475 or a Form 5476-b. The Form 5475 can be downloaded off http://www.caips.ca/ under the heading "Apply" at the top of the screen, in Adobe Acrobat format. Remember, one for the primary applicant and one for each accompanying adult. The fee is $5 CDN as a money order or check made out to: Receiver General of Canada. Also note that he/she must include the following information in the letter: (1) Last name of Principal Applicant, (2) First Name of Principal Applicant, (3) Date of Birth for Principal Applicant in the format Month/DD/YYYY, (4) the Visa Office handling the case (London, Buffalo, etc.), and (5) the file number of the case (i.e. B XXX XXX XXX format). He/She would also need to sign and date this letter. A CAIPS interpretation guide is available online for $5 USD at http://www.caipsnote.com/ under the heading "Get Your CAIPS Notes", then follow the link for "CAIPS Coding Kit". I don't know any free online CAIPS interpretation guides, but the online samples of real CAIPS notes on the previously mentioned websites may be of some limited value in this area. Why a principal applicant cannot order his or her CAIPS notes without internal assistance is truly baffling.
