Hi Sonu Jain,
Please look for the PR card that you applied for. If you have not received it, then write to Immigration Canada and ask where they sent it to. If they sent it some where else it might have been returned back to them. Tell them that you did not receive it.
1) Now, please do tell us where you are now. The place you are now living.
2) Also tell us when you came and landed here first and the air port where you landed. The date the time and the name of the air port.
3) Tell us the air line company that you used, to come to that air port. If you have the ticket and the number on the ticket, please provide us with the details and with the name of the airlines.
4) If you know the name of the immigration officer, or a copy of the page in your passport on the date that you entered with what ever stamping on it. It has a number that identifies that officer.
5) What is the address that you gave to that immigration officer to send your PR card to. Did you give a proper address?
6) Did you find out from that person to whose address it went to, if he received it or not?
7) Did he redirect it to you to your place where you are now living ?
8) Did it get lost in the mail from Canada or you lost it in the place you are now living.
9) When did you come to know that you did not receive it? Why did you not report it for so long?
10) After giving us all of these details some one will get back to you with an appropriate answer. I cannot ask you any more questions than this. Now be truthful and give us the answers that you can, to the best of your knowledge.

If you applied for PR card and did not receive it, its different story but if you landed and went back (out of Canada to return later and did not apply for PR card) the other option is to ask for a travel document from the Canadian consulate in your country. Please see below the summary and link from CIC.

"If you are outside Canada and you do not have a valid PR Card to return to Canada, you will need to obtain a travel document from a Canadian visa office. An application kit is available on-line. Once you are in Canada, you should apply for a PR Card."
