Regardless of who the agent/lawyer/consultant is, no one can guarantee the timeline to obtain permanent residency. The timeline solely depends on the queue of applications at the respective embassies/consulates/processing centers.
If processing from Kuwait currently takes 6 to 12 months for all applicants, then what the barrister said may be true. But, you should verify this with other Kuwait based applicants as well.

A couple of people I know have migrated to Canada using this Lawyer and as far as I know they did not have any problems.
Why do you want to get a Lawyer to file your papers, the procedure is quite simple and you can do the paper work on your own provided, you meet the criteria. In any case using a lawyer will not give any extra merits to your case.
We did not take the help of a Lawyer, both my family and my sister's family filed the papers ourselves and we got through even without an interview.
It appears that they have changed the processing process for the jobs-in-demand category with a new office/s being opened in NS where faster processing will take place and the Application would not be processed at the Home Country's Consulate .
The above applications would get processed quickly ( may be with in a year ) .... I heard this on the radio recently.
Regardless of an Agent ... Immigration is a simple straight forward process and I would never recommend anyone to go through an Agent - its not needed ....... its simple and you will be more confident if you do the whole process yourself ..... unless of course if you are trying to mis represent in terms of experience / otherwise .

You don't really need an agent if you send in all the required documnets and do you homework.
