You come to canada and then apply and pay fees. You get student loan so, don't worry about paying fees from there. If you are migrating then first land, there are many colleges who will welcome you with open arms. If you are coming as a international student then, complete all the formalities but tell them that, you will pay the fees after landing and go to college and apply for students loan.

It all depends on the course you are planning to do. For eg : if you are planning to do hotel management then the best college is Niagara college. If you go to smaller places like niagara or st. catherine, you get admission, loan and jobs very easily.
