We had purchased health insurance frm ICICI India. They have rejected part of our claim that we think must not be rejected. What is the recourse available ? Whom should we contact to resolve ? Someone within ICICI or is there some association or sthg similar to small claims court etc. ?

I am sure it was for your Parent's Travel & Health. First lodge this in the form of a written complaint with them and Keep copies of the paper trail. See if they will resolve this quickly. If not the alternative solution is through the ICICI Ombudsman. After the complaint is registered and a response is obtained, they will provide you with the Ombudsman's details.
You have a claim that you thought would be covered by your insurance. That’s why you bought your policy in the first place, right? Yet your insurance provider is insisting that your claim is not covered under your policy.
First, ask your insurance provider to show you exactly where in the policy it states that this particular peril is not covered. It may be that once you have read your policy, you will realize that you have no argument. (That’s why it’s so important to ask your insurance provider what is not covered before you buy your policy.)

When I take on your question, I try and put myself in your position and see what it is that I will have to do to find a solution to the problem that I now I acquired. There must be a solution and and a way to find it.
I becomes you.
If I can find a solution for you and people like you who need only just a little help and when you wake up the next morning you find your answer, I think I have helped you get over the Biggest problem that made your day so exhausting, because the thought keeps returning back and haunts over and over again.
Now it is gone.
Would you remember the smile on your face, just as you saw the answer to your question. Well that is all that matters to me and seeing your response back is all I needed to receive it.

Hi Ashu,
You know that I deal in life and health insurance and we have spoken about it. I deal in travel insurance since last 5 years and I have settled all the claims, I have received from my clients with a 100 % settlement rate. More than my attitude towards my services, its the COMPLIANCE part, which makes me and my clients more at peace of mind.
What is the main reason of their denial?
Does it have any deductible, which you did not know or was not communicated to you?
Was a part of the claim going above the permissible limit (such as drugs, labs etc..)?
