It is not NIL. IT IS the property tax we are paying for my Delhi residence. I know for sure as I calculated and filled it out by myself the first few years.
It may be applicable in Delhi municipality, but there is no central enforcement of property tax on primary residence which has NIL annual value. As long as your house has NIL annual value (There are rules to calculate and primary residence with no rental income has NIL annual value), u don't have to pay any property tax.
So it may depend upon region to region unlike in Canada where every house is subjected to property tax.
There are apartments,colonies built by private builders and they charge maintenance fee. But it is not equivalent to property tax. If I buy my own land and build a house for my living purposes, I won't have to pay any property tax.

For the purposes of Income Tax, the annual value of house property will be taken as 'Nil' if it is self occupied because you are not earning any income from that property. You are mixing it up with Property Tax which is collected by city.

In any case, property taxes paid are many more times recovered through appreciation and hence it is irrelevant

Really? Are you serious? Do you mean Americans deserved Bush or that they deserve Obama? Do you have any idea about the scale and extent of corruption in Latin American countries or African countries?

Any sincere person who has studied the evolution of democracy would confirm that it is not foolproof. Nor the term precisely defined in the sense that it may mean "first past the pole" or proportional representation or "winner takes all". Democracy can be presidential type like in USA or Prime minister being supreme like in Canada.
It is precisely because of the flaws in the system that the constitution , independent judiciary, independent press and independent democratic institutions and administration are necessary and required features.
India has none of those except constitution which has been amended and misinterpreted numerous times and hence India has problem of corruption. Blaming just Indian people is so lame and silly.
Ask any historian and he would confirm that in any kind of governance system, it is ultimately the leader who makes all the difference. Mahatma Gandhi, Sardar Patel and Nehru moron were contemporaries and shared the same philosophy but results of their leadership were very diverse.
World is today facing the result of leadership difference in USA. Clinton, Bush and Obama were elected by the same American people but their leadership roles have absolutely different outcomes.
China under Mao and under present leadership have very different outcomes.
I hope you would have enough grace to analyze this and hope you would not just blame people of India for corruption. From your past postings on this forum, I know you are slave to Sonia and MMS but I hope you would ponder over the real issue of character and leadership of Sonia/MMS who have no character, conscious or sense of shame or guilt and absolutely immoral people. Unfortunately, British education system adopted by Nehru has bred half wits like you who can read and write English but cannot analyze or think. They can just copy-paste. Just do some introspection and you would realize how inadequate you are. Do Baba Ramdev Yoga. Apart from physical and spirital gratification, it would pump some blood in to you brain and may unblock your clogged veins in brain and hopefu;;y you would be able to see the world in its true colors. Its true that democracy is not fool proof and checks and balances are needed.
Leaders do make a difference .... hence the word "Lead" ... they have too take initiative to leave a mark.
We can't blame the Indian people for corruption. Nevertheless, the indian people do need to blamed for refusing to acknowledge that the final and absolute buck stops with them.
They are able to throw governments and parties which don't deliver out of power. Repeatedly the Indian electorate have elected CONgress into power despite all the corruption that used to take place.
Since, independence except for short periods, Indian have chosen to elect CONgress (despite all the evils that congress has carried out).
Sonia/MMS can't not be blamed for electing congress back to power ... that only the Indian people can do.
In India today, all the root causes of the problems that stem in society all lead to one person:

Today CONgress is implementing stealth jihad (policies that favour the ROP); ignoring all the jihadist attacks while blaming "Hindu terrorists" to divert attention.
If Mahatma Gandhi had allowed the proper exchange of populations, we would have PEACE all over the country: from Kashmir to Mumbai to Karnataka.
