May be MK is also right.
All the purchases are made by one organisation called DGQA which comes under MoD. Whenever anything is bought (especially items manufacutured in India), the inspectors from the organisation, make visits, conduct tests as per their own spec, for approval.
Their to and fro travel, their stay, all have to be arranged by the factory. These inspectors, though not open seem to have a liking for gifts and souvenir.
