How to settle rental agreement while owner is out of Canada !

I have finalized a condo but the owner (supposedly) is in UK and wants to sort everything out while being there. He is also asking whether I want a six months or one year rental agreement. Since I am new to all these things so would like someone to suggest / guide as to how should I move so that all legalities are truly met. Following is the mail that I received.

"Hello,

Thank you for your reply. As I told you before the rent for 1 month will be ___CAD with no extra fees and you will have full access to all the building amenities. You will pay the same price for the entire rental period. I would like to know how many people will live in the apartment and also what rental contract you prefer (a 6 months rental contract with option to renew it or 1 year rental contract with option to renew it and stay more).
The monthly payments can be wired to my Bank Account (TD Bank) or we can setup a payment method that is suitable for both of us. The apartment is in excellent condition, you only need to receive the keys and the contract so you can check the place. The apartment is perfect and I am 100% sure that you will keep it. Since I'm in London, United Kingdom obviously we need a safe way to complete this deal. The solution which can be used is to use a wolrdwide third party company called RentReporters (www.rentreporters.com), They will provide assistance in handling the payment and delivery of the rental package. With their RentReporters Safe Exchange service you will be able to check the apartment before I receive the payment. Please be aware that is NOT necessary for you to register with RentReporters Safe Exchange given because I'm a registered user for 4 years and I've made over 30 transactions with them. They are really professional and they have great services.

You are on the right track. You have done it properly.

Now ask the owner of the property, if HE will provide you with a 10% discount in the rentals and you will deal with him DIRECTLY and you will pay into the bank of his choice SEVEN DAYS prior to the due date every month and you will make arrangements with your bank to deposit it on the 23rd of Each Month. If he provides you with the facility and discount, then take the lease for SIX months and ENTER into it.

Tell him that you will report to him about the functionality of each appliance after you get the keys. Remember you will be responsible after you take over the place.

You have his e-mail and Phone number, see if you can do it electronically over the net and e-mails. Scan and send. If you do not have the machine to do it, then the reduction in rentals will surely permit you to buy a HP 8600 scan and fax and use it to e-mail with it.

YOU have to pay him the FIRST AND THE LAST month's rent and ONE month'S notice to leave the apartment. See if it is in writing. Anything less than a year's rental merits that. An years lease will ask for TWO months' NOTICE.

It is a scam. A kijiji scam. Donot fall for it.
Come to toronto, stay in a paid guest house for a week and then book after seeing the house owner, face to face.

Did you get him on the phone?

Did he tell you where the place is?

Did he send you the keys to inspect the place and also the appliances.?

Did he give you the 10% discount?

Did he call you back at all?

OR e-mail you a reply?

If not, you already know..It stinks. You came to the right place to check.
