So as soon our kids go 16 and get the license, the insurance company needs to be updated and start paying the tax... whether they touch the car or not..

You can ask for the secondary driver to be removed. You need to fill in a form and it has t be signed by both the primary & secondary driver. It goes right on your policy, that the secondary driver is not allowed to drive under any circumstances, and if they do so, chances are your insurance will be cancelled.
