One of our friends is planning on buying a property in US. He would like to know the taxation rules for Canadian citizens who are non residents in US. What is the best way to do in this situation so as to avoid paying taxes in a high bracket as non-residents in US, please advise or guide.

Could you be specific and tell us here what specifically you would use this property and the type of income you would generate.
USA and CANADA has Double Taxation Avoidance Agreement and paying taxes there will eliminate paying taxes here.
Some states do tax Foreigners at a different level also. Please see if it is worthwhile before buying. Also USA might eliminate Interest deductions too which will make your project a worthless proposition.
Please do your investigation and Due Diligence prior to jumping into it.
