My sister in india got 4.5 band ielets test. So she can put file for canada immigration in skilled workers class.

You can apply for any score in IELTS,
Marks are awarded individually for each reading ,writing ,speaking,listening
But for 4.5 average you will have very low points , may be you r getting a 4 of total 16 .
Check the points you are getting as skilled worker and I guess it is better to apply with some kind of Proof that you have High english skills and while the applicaiton is in process take some course in english and take ielts get a good score and submit that
