Pl go thro the details given below and advise me how much more time it will take for us to get the interview waiver
I have applied for Permanent residence on 31st October, 2000 at CHC Delhi.
I received an acknowledgement letter from Ottawa office and file no. in November, 2000
The letter also stated that my file was selected for Centralized Processing Pilot Project and assessed at Ottawa.
In December 2000, I received a letter from Ottawa office stating that I needed an interview which would be conducted within 24 months and my file would be transferred to CHC Delhi.
After 24 months lapsed, I wrote to CHC Delhi but did not receive any reply. In fact, I have not received any communication from their office in past 3 years so at times I really wonder whether they have received the file from Ottawa.
In January 2003, as per the posting on the website I appeared for IELTS and sent the test report ( band 7 ) on 14th February, 2003.
They had promised ont he website that these cases would receive the selection decision by June. but we have not heard anything from them.

Well it seems Mr. Massood has been busy elsewhere for quite some time. He is a very nice person and replies immediately otherwise.
Since, I am aware of the situation, thus will try to answer your query.
Your concern about transfer of file from Ottawa to New Delhi is understandable. You can always write to CHC New Delhi in this regard and I am sure they will at least confirm whether your case is being dealt by them.
Secondly, since you did not receive any decision by March/June 2003, then rest assure, I am sure, you are going to get through specially when you have scored 7 bands in IELTS. There is a news in the air (though I am not very sure about it) that CHC is planning to clear all the pending cases by March 2004.
Your case will first be assessed under the old laws. With 7 bands in IELTS, the assessing officer will have to award you 9 points. He cannot refuse to do so. Similarly you can assess yourself on the basis of points for your education, age, work experience and blood relation in Canada. All you need is 70 points under the old system. If you still have any doubt about making grade under the old system, nothing to worry about as, in that situation, the officer will assess you under the new system where you are required to score only 67 points. Under the new system, IELTS score of 7 bands fetches 16 points. All other factors which fetch points like age, education, experience and blood relation have been defined in clear cut manner leaving no scope for the officer to excercise any discretion.
Further, the average processing time at CHC, New Delhi is about 44 months or say about 4 years. So I would suggest you to be patient for some more time. I am sure you will here something from CHC in the next six months. All the very best
