Dear Sir,
Getting a job in Canada (or for that matter anywhere else) is more about personality, networking and using the leverage you have rather than educational qualifications, academic achievements and merit.
I am not inferring that you do not have the qualities required for the job but rather that may be u are not using your abilities and experience to the best of your abilities.
People are hired by people not computers. If somebody likes your personality you "click" you will be hired regardless of personal qualifications. There is a well known saying that people make decisions emotionally and defend them logically.
Anyway here is my2cents on getting a job
-- Target 3 to 4 colleges you would really like to get a job at.
---Find out who is in charge of the accounting dept, what associations he/she is a member of, what interests they have.
---- Join the same associations, go to the events and meet the people, and target people who may be in a position to influence the hiring decision.
---Have patience. In the long run you will at least get an interview when a position comes up.
I Know this is not as easy as it sounds otherwise we wouldn't have the unemployments rates we are seeing, but it is defintely better than the "do nothing" option.

I have only 2 cents to contribute, not a cent more, not a cent less ;-)
