Can one parent (esp. DAD) with two kids aged 12 and 7 yrs travel to USA without thier mom accompanying them. Do the border checks/immigration ask for a consent letter (given by mom)at the border while going to US or when coming back.
Yes, you can and no consent letter is required.
I have crossed hundreds of times by land into US and Canada with my infant/toddler son (I am the dad). Also, I flew to India from Detroit with my son when he was under 2. In all cases without mom and without any consent letter.
