   ...'t visit without a visa. Which obviously means you can't work there without a permit. Also you can't buy property. All of the above are possible with a PIO card, I believe, although I'm not too sure about the working part. You can't vote with a PIO card though. If you get dual-citizenship, I think you can do pretty much anything an Indian citizen can do.
