A buddy of mine who received his PNP approval from New Brunswick under the business immigration program has been asked by the New Delhi authorities to submit his IELTS scores.

I am wondering whether IELTS scores are necessary since he has already been interviewed by the immigration officials in New Brunswick and I guess the approval was given based on the fact that he spoke english.

Has a clerk messed up in New Delhi?.
